Toronto is a Jefferson County city on the Ohio River, one of the industrial communities of the upper Ohio River valley that developed around the steel and ceramics industries of the late nineteenth and early twentieth centuries. The hilly terrain of eastern Ohio along the river valley gives golf in this area a distinctly different character from the flat agricultural courses of western Ohio, with elevation changes and wooded hillsides creating more varied course layouts for a community whose recreational traditions were shaped by the working-class culture of the steel-producing corridor.
