Winchester is the seat of Franklin County in south-central Tennessee, a small city in the limestone upland near the Alabama border where the Highland Rim transitions toward the Tennessee River watershed. Franklin County is home to Tims Ford Lake, an impoundment of the Elk River that has become one of the more popular recreational lakes in Middle Tennessee, drawing boaters and anglers from across the region. The University of the South at Sewanee lies in the northern portion of the county, giving Franklin County an intellectual and architectural landmark well above what its population might suggest. Winchester's county-seat character is intact — the downtown square, the local institutions, and the agricultural economy of the surrounding county provide the community's identity, augmented by the lake recreation economy that Tims Ford has generated since the dam was completed in 1970.
