Borger is a city in Hutchinson County in the north Texas Panhandle, developed in the 1920s petroleum boom along the Canadian River. The city has a significant industrial character tied to the petrochemical and carbon black industries, alongside the agricultural economy of the Panhandle. Phillips Petroleum (now Phillips 66) had a major refinery and industrial complex in the area, and the community grew rapidly during the oil boom. The Canadian River breaks through the flat Panhandle terrain in this area, providing some topographic variation in the otherwise level High Plains landscape. Borger is the county seat of Hutchinson County and serves the oil industry workers and the agricultural community of the northern Panhandle.
